We believe in designing policy work with the intention to learn. Too often, groups invest in states based upon personal relationships, short-term opportunities, or other limiting factors. We have a different approach. We believe that culture is the foundation of transformational policy environments. This tool prioritizes states based on our assumptions of what conditions create the best culture. The transparency of this website invites you to test and challenge our assumptions. We hope this tool will be invaluable to internal stakeholders, other foundations interested in education, and policy groups. As we learn more, we will refine our approach and improve our effectiveness.
