Our Assumptions.
We believe that designing policy work with the intention to learn has the same potential to change the industry that the analytics movement has had in professional sports. We acknowledge that policy has many functions that are more art than science and that trying to apply learnings to a people-centric endeavor is challenging. However, we believe we can articulate, measure, test, and refine around reasonable assumptions related to what makes a state a more promising place to invest over the long-term. Below you will find our most current assumptions and the measures we use to score states on those assumptions. We welcome your criticisms and challenges. Our 10 Assumptions.
Our team is constantly challenging ourselves to think of the environmental and cultural factors required for an education marketplace to emerge. We have purposely selected this list of criteria, and will continue to challenge our own assumptions as we learn more.

Promising
A score of 1 indicates that our assumption of individualized education is likely aligned in this state. The measures we have based that assumption upon are mostly or all positive or trending in the right direction.
Potential
A score of 2 indicates that our assumption of individualized education has a strong potential to be aligned in this state. The measures we have based that assumption upon are inconclusive but indicate some reason for optimism.
Watch List
A score of 3 indicates that our assumption of individualized education has the strong potential to be unaligned in this state. The measures we have based that assumption upon are either inconclusive or indicate reasons for pessimism.
Challenging
A score of 4 indicates that our assumption of individualized education is likely unaligned in this state. The measures we have based that assumption upon are mostly or all negative or trending in the wrong direction.
