A child’s educational options should not be determined by their address. 

Open enrollment gives families the ability to look beyond school district lines and attendance zones to find a public school that works for their child. But making that promise real takes more than passing a law. States and districts need clear rules, transparent timelines, fair processes, and funding systems that make access more than a hollow promise for families. 

The Open Enrollment Roadmap is that practical guide for policymakers, state agencies, and district leaders working to build or strengthen open enrollment systems. It walks through the key decisions that shape implementation—from how schools count seats to how funding follows students, and how these opportunities should serve students with disabilities with dignity. 

We hope this roadmap helps leaders build open enrollment systems that families can understand, students can access fairly, and districts can administer clearly.
