New repor⁠t⁠: Ar⁠i⁠zona fam⁠i⁠l⁠i⁠es are choos⁠i⁠ng ESAs ⁠t⁠o f⁠i⁠⁠t⁠ ⁠t⁠he⁠i⁠r ch⁠i⁠ld’s needs

yes. every kid. foundation. today released a new report detailing enrollment and spending data for Arizona’s Empowerment Scholarship Accounts (ESA) program. 

Why it matters:  
Arizona’s ESA program is reaching families across the state who are actively choosing something different for their child. Nearly 43,000 current ESA students previously attended a public school, drawn from 619 different district and charter systems statewide. 

By the numbers: 

  • 102,891 students enrolled as of FY 2026 Q3  
  • 58.6% of new universal enrollees this year came directly from public schools, up from 21% just three years ago 
  • About 1 in 5 students enrolled are children with disabilities 
  • 40.5% of spending went toward tutoring, online learning, materials, curriculum and therapies—not tuition alone 
  • 1.93% of reviewed spending went to unallowable items, well below rates for Medicare, Medicaid and CHIP
