As the United States celebrates participating in its 25th Winter Olympics, Texas has won its own gold medal by setting a new benchmark for launching an education freedom program. On February 4, 2026, the state’s Texas Education Freedom Accounts (TEFA) program opened for applications. By the end of the first day, more than 42,000 students had applied—a nationwide record for day-one enrollment that surpassed Tennessee’s 2025 record of about 33,000 applications. Even with these unprecedented numbers, observers say the real victory is how Texas handled communication during the launch.

TEFA Launch Breaks Enrollment Record 

Acting Texas Comptroller Kelly Hancock announced that more than 42,000 Texas students applied for TEFA on February 4. He noted that the turnout represented “a powerful groundswell across our state of parents who are excited about the freedom to choose the best possible education for their child.” 

The surge did not slow after launch day. By February 11, the number of TEFA applications had climbed beyond 85,000, and families have until March 17 to apply. Texas’ transparent reporting of application numbers provides an early look at demand and showcases how states can build trust when rolling out choice programs. 

A Gold Standard for Transparency 

Launching or reopening an education choice program is complex, but it shouldn’t come at the expense of timely information. In Texas, the comptroller’s office delivered multiple updates on application numbers throughout the first day and in the days that followed. Such transparency is critical in a growing school choice landscape: it allows parents and policymakers to see how families are responding, reassures supporters that the program is being administered openly, and prevents opponents from filling the information void with speculation. 

The TEFA rollout shows that proactive communication can coexist with operational challenges (even minor ones). Administrators openly addressed questions, offered clear instructions, and highlighted milestones as they happened. This approach should be replicated not only by new programs but all types of scholarship programs across the country.

Reliable, public updates create confidence in education freedom programs. They help families plan, guide schools and vendors on anticipated demand, and provide lawmakers with data to inform future improvements. When administrators communicate early and often, especially during the launch or application window, families feel heard, and the narrative stays grounded in facts rather than speculation. Transparent communication can also depoliticize school choice debates by centering the conversation on parents’ needs and experiences rather than partisan talking points.

Texas’ record-breaking TEFA launch demonstrates that families are eager for more education choices and that administrators can meet that demand while remaining transparent. As education freedom continues to sweep across the country, Texas’ communication strategy should become the norm: provide timely data, share successes and challenges openly, and ensure that families have the information they need to make decisions. When programs combine strong demand with clear communication, education freedom can flourish for every kid.
